Hi Folks!

I have seen two outlines for proposals for The Great Troop 139 Airborne
Challenge in recent weeks, and it would be good to see these or some other
proposals move forward.  


If anyone is desiring to have a launch in two weeks during the Troop trip to
Rockefeller State Park, they will need to forward to me their PowerPoint
package this week.  If we can get your proposal ready, it can be presented
to the Troop next week.

  

Enclosed are the guidelines.  Remember, the core Inventing team needs to
engage the other members of the Troop for support and get as many Scout
requirements done as possible, even if the Scout has earned the requirement
previously.  If you are having trouble incorporating a Scout skill into your
plan, we will be glad to help you define and plan the activities, but you
and your team will need to coordinate their execution with the other members
of the Troop.



The Great Troop 139 Airborne Invention Challenge!



Introduction

In response to a request for a more challenging and interesting set of
activities, we are announcing the 

Great Troop 139 Airborne Invention Challenge!



This challenge is designed to provide an opportunity for Patrols or smaller
groups of Scouts to invent a solution to a specific problem and also achieve
Scout skill requirements proficiency needed for advancement while having a
bunch of fun!.  Each team will propose a plan for a solution, brainstorm and
obtain feedback from their peers to make improvements, build and experiment
with their planned project.  Once launched, they will assess their success,
improve upon or even redirect their plans for a second or even third try,
and finally they will report on their experience.  . 



The Challenge

Each team will plan and execute the design and construction of an "airframe"
capable of flying a miniature wireless video camera and 9V battery for a
period of at least ten (10) seconds.  



Ground Rules

The miniature wireless video camera and 9V battery will be provided for the
actual flight.



Each team will be given five (5) minutes to affix these devices to their
airframe prior to its flight.



Any airframe must be controlled in flight or have an inherently limited
flight capability.  For example:  

1.       Radio control or cable control must be used when using any form of
powered flight.  

2.       Any form of lighter-than-air airframes must be tethered with a
cable or a line to be under 

two-hundred feet (200') per Federal Aviation Administration rules.



All plans must include the following sections:

1.	Plan Title
2.	Team Roster
3.	Personnel plan including Scouts and others not on the team.
4.	Equipment list
5.	Method of launch
6.	Method of flight
7.	Expected flight time and area
8.	Airframe recovery plan
9.	Proposed location
10.	Proposed launch location
11.	Proposed date and time
12.	Transportation plan
13.	Required Permissions (Minimum: from the SPL, QM and SM)
14.	Safety/Risk Assessment 
15.	First Aid plan
16.	Spectator Food and Refreshments



The use of models, components proposed or planned for use, graphics, poster
boards and PowerPoint presentations are encouraged when presenting team
plans and when reporting on the results.  On-board and site videos and
photos will be interesting and provide lots of information to those
interested in your team's work. 

Extra credit will be given if each element in the plan and execution of the
launch includes the requirement citation and use of any Scout skill.  For
example, "First Class Requirement 2 - Using a map and compass, complete an
orienteering course that covers at least one mile and requires measuring the
height and/or width of designated items (tree, tower, canyon, ditch, etc.)
will be applied to note the safety of the launch site perimeter, direction
of the wind, the location of hazards near the launch site, safe route for
the recovery team and the height of the airframe during flight.".  Feel free
to go "outside the box" and use every skill possible to attain Tenderfoot,
Second and First Class as well as to meet the requirements for the
Inventions and any other Merit Badge.

There is a $30 limitation for airframe and launch expenses for any team to
be paid for by the Troop.  The use of existing equipment is allowed but its
use requires prior notice and approval.  The Troop will entertain the
purchase of some additional resources if there is reasonable interest and
utility.



Any additional rules or questions and their responses will be provided to
all members of the Troop through updates to this document.
