I ran across this reference on the CERT Yahoo Group email list.

This is a link to a wonderfully, comprehensive communications go-kit article
that matches the individual, or team assignment to the specific gear that is
needed to accomplish various types of missions.  Even though it describes
many of the items that we all have assembled, it really focuses on matching
the mission goal with the gear.  Many of us already have such lists, but
this paper is worthwhile reading as we seek to refine and tailor our
preparations to meet specific needs and likely missions.
