I found this info at http://spaceweather.com/ web site.
BLACKOUT: Radio astronomer Dick Flagg was monitoring the shortwave band
between 19 and 27 MHz when the X-class flare of June 9th occurred. He
recorded this 10-minute radio blackout

"As part of NASA's Radio Jove project we operate a radio spectrograph at
the University of Hawaii's Windward Community College campus," he
explains. "Normally there are many shortwave stations--horizontal lines
in the readout above. The x-ray flare at 2135 UT ionized the lower
layers of Earth's ionosphere causing absorption of all but the very
strongest radio station signals."
