[Tower-Speak] How to mate the Rohn 25 plate to a new concrete foundation

I recently had my tower footing with J bolts done while some other work was in progress. I was unable to be home so had to leave the job to the contractor.
When I got home, the footing pad looked great but its not flat and the Rohn base plate is really not flat itself. He left about 1.5 to 2" of bolt exposed (6 bolts in all) spacing the plate off the wooden form with short pieces of re-rod.
My question is should the Rohn plate be protected from the concrete? For example, should I put a spacer piece about the size of the plate inbetween the plate and the concrete? At first I thought just to grote the plate in but that's not going to take the weight of the tower is it?
Tower to be about 45'.
