I think Jay is selling the old RTS (Rotating Tower Systems) originally designed and manufactured by Dick Weber, K5IU. He sold it to Paul Nyland, K7PN, some years ago. Go to the Custom Metalworks website and take a look - www.custommetalworks.com. I would suggest taking a look at the K0XG rotating tower website - http://www.qth.com/k0xg/home/. Good stuff from a good guy. Lots of good photos too. You'll want to post this question to TowerTalk since this TowerSpeak reflector gets a post every couple of weeks instead of lots of on-going discussions on TT.
