It's the American Red Cross.  They apparently changed their policy on
volunteers post-Katrina.  ARRL has been fighting this as they see it as
an unnecessary hurdle also.  I can certainly see keeping criminals from
volunteer efforts, but someone who can't keep their check-book balanced?
  What bearing that has on their ability to set up a makeshift station
and pass traffic when everything else has failed is beyond me.
