[TNham] Amber Alerts

A couple of weeks ago, an Amber alert was issued for some kids abducted
in Kentucky, then passed through Tennessee and were found in Georgia a
few hours later.

My weather radio alerted me to the Amber Alert (and scared the **** out
of me because I wasn't expecting any warnings) and I decided to read the
alert over several area repeaters, basically all those that were in the
"path" from KY to Georgia on 75 south.  

I did it to alert any mobile stations of the incident, and in case they
would happen to have sent he vehicle in question.

Fortunately, the kids were found safe in Georgia.  The problem was that
the alert was issued so late in the evening (about 6 hours after the
kids were first reported missing) and by the time I aired the alert over
5 repeaters, the alert was cancelled.

My question is, is there a way to make the Amber alert viable across the
state, so that repeaters can be accessed to air these warnings?

Is there one such method in place already in some areas?  If not, what
would be some suggestions to get such a "network" started up?
