[TMRA] Nets

We had to temporarily disable the transmit PL on the 147.270 repeater due to technical issues. It is still decoding PL of 103.5 and the remote RX site is still on the air with a PL of 250.3. We are working on getting those issues straightened out so we can restore that functionality.
