It is a repeater so those contacts are not allowed. IT IS something I would encourage all stations to make contact through it as it is a great contribution to the fun and spirit of Field Day. 6.6. In that office, the Technological Advisory Council (TAC) says that they are " is investigating changes and trends to the radio spectrum noise floor to determine if there is an increasing noise problem, and, if so, its extent". Noise in this case refers to man-made noise whether "intended" or "unintended radiators". We are all familiar with the "intended" type from QRMers with malicious intentions. The "unintended" variety comes from several sources like motors, electric appliances, light sources and controls, power supplies, AC power distribution systems, and other devices not designed to emit RF but do so anyway. The term "noise" does not include common recurring terrestrial noise from geomagnetic and solar events. Some devices are intended to emit RF but produce spurious emissions on frequencies other than designed. Most of these devices fall into just a few categories: industrial, medical, computer, and scientific. Too often, we find some ham radio devices, like power supplies, can produce RFI from internal sources not controlled properly. The ARRL article goes on to say; "Radio amateurs frequently complain about increasing noise from a variety of sources, so it should be welcome news that the FCC Technological Advisory Council (*TAC* ) ? an advisory group to the FCC ? is investigating changes and trends to the radio spectrum noise floor to determine if there is an increasing noise problem, and, if so, its extent. The FCC Office of Engineering and Technology (OET) *announced* the TAC study this week in a /Public Notice/ and *invited comments* and answers to questions that the TAC has posed in the notice. The comment deadline is August 11. The TAC said it is trying to determine the scope of any noise issues and has invited ?quantitative evidence? of noise problems, as well as recommendations on how to perform a noise study. The TAC is requesting input to help answer questions about the study of changes to the spectrum noise floor over the past 20 years,? the announcement said. ?Noise in this context denotes unwanted radio frequency (RF) energy from manmade sources. Like many spectrum users, TAC members expect that the noise floor in the radio spectrum is rising as the number of devices in use that emit radio energy grows.? If you are experiencing RFI from sources known or unknown, you may want to comment on this to the FCC. The deadline is August 11 as mentioned above. By the way...the FCC is revamping the public comment system with its new Electronic Comment Filing System (ECFS) on Monday, June 20.This should make comments to the FCC on issues go much more streamlined and available to the public. The outdoor warning system is designed ONLY to inform those who are OUTSIDE in open areas. The system is NOT designed to warn residents within the confines of a structure. The sirens are tested once a month on the first Friday of the month, at noon to ensure proper operation. The siren will SOUND a steady tone for 1 minute. If a severe weather watch or warning is in affect for Lucas County prior to 12:00 p.m. on a scheduled test day, the sirens may not be tested on that day. [*12:00 Noon* (Read when the siren activates)] In conjunction with the Monthly Siren Test, Lucas County has activated the outdoor warning sirens. All stations please stand-by. LUCAS COUNTY SKYWARN normally uses the W8HHF 147.270 repeater as a primary frequency and the WJ8E 147.345 as the ALTERNATE. THE NORTHWEST OHIO DISTRICT ONE SKYWARN NET is normally on the W8RZM 147.375 repeater with the K8ALB 146.610 as the ALTERNATE. Stations are encouraged to support LUCAS COUNTY SKYWARN or their local SKYWARN NET. The Lucas County Siren net is held monthly on the first Friday of every month at 11:45 AM. Any station who may want to act as Net Control for the next month should contact W8TER or KD8EVN. Net Control experience is NOT required. Be AWARE and be SAFE. When sirens sound, KNOW WHERE TO TUNE. This is _________closing this session of the Lucas County Siren Net. The repeater is now open for normal amateur use. *[OUTDOOR WARNING SIREN INFORMATION:]* ?Lucas County EMA maintains a network of about 131 outdoor warning sirens that are activated by Lucas County Sheriff's dispatchers for monthly tests and actual weather alerts. The dispatcher will activate sirens across Lucas County when a TORNADO WARNING is issued by the National Weather Service or upon a report from public safety officers of an actual siting of a tornado. Select sirens may also be activated for residents of Jerusalem Township to alert the public of an accident at the Davis-Besse Nuclear Power Station that may threaten the health and safety of the public within ten miles of the facility. The warning sirens will NOT be activated to signal an ?all clear?. ?Sirens will sound with a steady tone for a FULL THREE MINUTES for a TORNADO WARNING. When hearing a full three minute signal citizens should immediately go indoors or otherwise seek shelter from severe weather that may already exist in their area. Siren activations will be followed by an Emergency Alert System (EAS) broadcast message or special news bulletin over commercial radio and television channels that will provide specific information and/or instructions. ?The intent of the sirens is to provide ample warning for persons to protect themselves and seek additional information regarding the issue at hand. Because of this, sirens may sound before hazardous conditions exist. Due to the nature of severe weather, hazardous conditions may also develop before an activation of the sirens is possible. Lucas County has a county-wide siren system. Therefore, although a tornado warning could be issued by the NWS for only part of the county, all Lucas County sirens would be activated. Thus, it is important to tune into other avenues of information (i.e. NOAA weather radio, local media, etc). ? They will need to know the siren location and description of the problem in order to direct the maintenance/repair to the malfunctioning siren.
