[TMRA] Hospital radio tests

​We will not be testing the hospital radios this month:  next test will 
be first Saturday in October.
In view of the difficulty in getting the locations (and there are 12 
sets of ASPR equipment) manned, ideally with 2 operators - maybe going 
to testing every other month, Oct/Dec/Feb/Apr/Jun/Aug will help.    That 
still meets our obligation to the HCNO for quarterly testing.

We also need to start practicing digital communications with those 
radios, i.e.  Fldigi.
