[TMRA] 10 meter repeater and technicians

I was just reading the bit in the newsletter about a 10 meter repeater and
it's exclusion of technician class licensees.  Maybe a solution is to link
it to the 1.25 meter repeater?

My understanding is that it is legal for a technician class licensee to use
such a linked system so long as they themselves only transmit on the
frequency they have privileges for.  There must be a control operator for
the 10 meter repeater who does have HF privileges. But.. there always must
be a control operator who has HF privileges in order to have a 10 meter
repeater.  I am not sure if this actually does anything to expose the
control operator to greater legal liabilities or not.

I suggested the 1.25 meter repeater because it's lower local traffic level
might be more apropriate for HF. I don't think this necessarily means we
could never have local conversations on the 1.25M repeater though. For
precident there is (or at least was the last I checked) a repeater system
out in NY that had multiple VHF/UHF sites linked to a 10 Meter repeater.
I've heard tons of local traffic on that when the band is open. I even
spoke to some people who were very surprised to hear from Ohio because they
didn't even know there was a 10M repeater in the link!

This could also be nice just create a reason for more people to get on
1.25M.
