[TMRA] Time on postings

Hi Stan.  The e-mail address you used wasn't listed in the system, but I
went ahead and let this mail through and I think I set it up to accept this
e-mail address.

Anyway, if it says "-0400", then I would assume that means UTC - 4 hours, so
that would be EDT, so local time.    So 19:59 + 4 hours would be UTC.

I don't get the digest, but if someone more informed than I would care to
make a correction, please do so!  Otherwise, yeah, you'll know when you get
it :).
