[TMRA] operating Ohio QSL party under club call

Joe:  to operate under the club call, the operator would need a copy of the
club license at the operation site:  even under the club call AND with a
copy of the club license, anyone other than an Extra Class license would be
limited to his/her license class privileges unless there were also an
operator with a higher class license as Control Op. present.

Basically - no-one should be operating as W8HHF unless we organise a club
function for the QSL Party AND thy are operating from that site.

I think the rules regarding credit to a club means that stations operating
under their own call can credit their club with the contacts they make.  I
haven't seen the logging procedure, but I assume that, if it's we way I
think it is - there must be a way to indentify the club for credit.
