In the ham world, I believe this idea of bias-switched output only happened
later with the popularity of SSB xcvr plus separate linear amp as a
standard setup. Separate linears were made to operate with any xcvr, unlike
transmitters where all the amplification and control was in one integrated
unit.
Yes, many TMC xmtrs were used in long-transmission RTTY service, but many
were also used for quick-turnaround voice and CW. There’s a reason for that
PTT mic jack on the front of the SBE.
