[TMC] TMC PAL 500 part

My PAL-500 needs a plate blocking capacitor, .002 @ 4 Kv.  The one that 
was in the unit breaks down when voltage is applied. I've been told that 
there is a capacitor in the ART-13 that is rated at .002 @ either 4 or 5 
Kv.

I've found a couple of transmitting caps that have the capacitance 
except they are rated at 2.5 Kv wkg and 5 Kv test. Marginal.  So if you 
happen to have or know where there is an ART-13 or cousin thereof and it 
still has that .002 @ 5 Kv cap in it, hopefully it is still good, i'd 
like to get ahold of it/one.
