Eugene,
The tuning dial in the SBE tunes the multiplier and driver chain. As with
for example a BC-611 or TCS, the crystal (or VMO/VOX) sets the oscillator
frequency but you still have to tune all of the other RF circuits to the
desired operating frequency.
