Over the years, several boy’s Boy Scout backpacking adventures at philmont and elsewhere have been saved by the stitching awl and tube of shoe goo in my pack.  Have used it for 35 years.   If the belt is low enough tension and long enough that heat does not build up, then it might work.  There are flexible epoxies that will work as well I think.
