[TheForge] Scrolling Tongs from Tinsnips?

Try Harbour Freight for split ring pliers. There's a straight and a bent
pliers. The jaws are round that taper to a short pin.
I grind those pins off and you end up with scrolling tongs.  The handles are
plastic coated which you cut off if you want,

Not suitable.  They have squared-off jaws, and we need round cross-section.
