Terry as I tried to explain there is no hard and fast rule - defined by some ruling body, it is mostly defined by the catalog listing of the sellers.   Take a look at https://www.metalsdepot.com/  and see where they make the break between sheet and plate.  Others would define sheet as "coiled" and plate as flat.  But of course sheet is also sold as "flat sheet" the way we blacksmith buy most of our sheet.  Ferrous foil is a whole other world as ferrous foil is a "boutique product" not made is anywhere near the volumes that sheet and plate are.  

Bottom line is that there is no right answer.

what defines the dividing line between foil and sheet?
what defines the dividing line between sheet and plate?

aluminium, copper, brass, etc will all have different criteria.
