Can only speak for Florida -- critical aspect is only buy cylinders with 
"customer owned" in raised letters just below the valve. Without that, 
refills are dubious. With it, Praxair and other local gas welding places 
have happily swapped tanks with me for 30 years. Granted - words of 
wisdom when they are absolutely useless now...but...what are friends for?
