If you have experience working with strong acids (long sleeves, gloves,
mask, goggles), then delivering muriatic acid dropwise to the joint might
work.  Be aware that you'll generate some hydrogen gas.  The idea is to get
the water-thin muriatic to penetrate the crack and dissolve the rust.  Much
faster than vinegar.  Neutralize with baking soda in water before using a
punch to try to knock it out.

EDM is another approach.  See Lindsay Publications, or whatever it's called
these days.
