It's an old Champion blower - so more fan than impeller.   I dismantled 
it this morning.  I did not find anything like a smoking gun.  Fan 
balanced as best as I could test, the shaft was maybe 5 thous out in 
places (spun it on the lathe and ran a dial indicator over the length) 
and that is with some rust pitting.  Unit still shakes a bit but I'll 
live with it.

Thanks guys for the suggestions. Maybe I can finally get back to the 
stack of blades waiting in the dry box!
