The reply is dependent of style, budget and available tooling.
If you have a basic arc welder, or even a O/A torch you can easily make your own.
Even a hacksaw, a drill and riveting can get you there.
I assume you are intending to do reverse twists.\
They can nicely be done one side at a time with wet rage to limit the heat spread.
Alternately, you could cut twisting stock sized slots in the ends 2 angle irons and clamp them, upright,
at either end of your vise.
3 bending forks ( one in your vise) can achieve the same end.
