If you are using a fine wire mesh, the standard technique is to sandwich it between two pieces of flat bar.
That is, you make the rectangle of the frame of the screen, then you make another rectangle, or 4 pieces, of flat bar, and bolt, or rivet, the two together, sandwiching the mesh between the two.
