Bruce if you can find some pvc impregnated awning material, you can glue or sew bags for the coal that will last practical forever. I used this material for two kayaks and for two years now have run up onto rocky shores without any thing more than a minor scratches. Tough stuff. Plus you will be able to make them in a shape that fits your needs. I used regular pvc pipe glue. Don't forget to add a handle, I would recommend sewing and gluing those on due to the flexing and twisting of them at the connection.  

You could use this stuff for tool rolls, but obviously warmer tools would have a detrimental effect on it. Awning canvas is pretty thick and fairly tough, easy to sew by hand. I use a nylon fishing line. Again a material I used to make a kayak with. Not as tough as the pvc cloth by no means. Anyway there's a couple of ideas. 

If you do demos for a Boy Scout Troop(s) maybe you can barter their help in sewing the tool roll and coal totes for you. I know that's terrible, but it would be win, win I think for both.
