An electric cattle fencing unit would do it. Those things will knock
the shit out of you. I put some up on a friend's chicken coop and
flicked the wire just to see if it was functioning. It was. I will not
be flicking one of this things any time soon.
Sadly, the first nitwit to touch it will sue... well, someone - anyone -
everyone - and the taxpayer (that's you) will foot the bill and no more
sparky.
