Terry I do not know how it is in your neck of the woods, but in 
Milwaukee you need a picture ID and an auto license plate number to 
scrap metal.
  When I clean shop and take scrap in the check in process is a few 
minutes worth of form filling. The also have video of you loading things 
onto the scale.
It has cut down on the copper downspout and aluminum siding thefts a lot 
and has made a dent in the new stock thefts from building sites, 
although the new stock sometimes is sold to building crews under the 
table for use in construction and is not scrapped.
