Speaking to the laying of block regarding methodology:
It would be a good idea to bring in a mason and have him make the 
suggestions as to the method that they will use, at that time you can 
consider whether or not you like his methodology.

As a retired service provider, it can be much more profitable to perform 
what ever action the client wants, even if you are aware that there is a 
much simpler:cheaper:effective:appropriate system available.v We all 
ways got paid without complaint when we did exactlly what the client 
wants...

As an example, my wife took her car in for a timing belt service, which 
I no longer want to do... too hard on the back, and she was going to ask 
them to do a brake job because of some noise she heard. A much better 
result is often obtained by describing the problem and letting the 
provider determine what is wrong. In her case it was a rusting dust 
shield that is of little real importance. Saved a boatload of cash...

In any event, good luck with the project.
