This is precisely right.  My small buffer is mounted on a home made 
pedestal I cobbled up one afternoon from scrap.  It is a 4" heavy wall 
box with a 1/2" plate on top to which the buffer is mounted. It is 
welded to a 1/4" plate about 2' x 3 or 4, fully gusseted. When buffing, 
you stand on the plate, which then keeps the buffer stable if you are 
leaning into the work... a practice that must be done with greatest care 
for what I hope are obvious reasons.

I welded wheels to the rear edge of the bottom plate so that one may 
tilt the buffer backward and move it without killing yourself.

The crucial design element, however, is that the ends of the spindle are 
completely free and clear of any obstructions such as a bench top.  This 
is REALLY important with such tools.
