I tend to overbuild everything, but I just cant see how inch and half by eigth inch wall square tube wont sag a lot more than a little, over that distance. I can practically bend that stuff over my knee- it will sag inches over thirteen feet just from its own weight.
If it was me, i would want some kind of diagonal brace, worked into the design.
Or some kind of beam across the bottom- 8" or 10" tall, box structure that was 13' long, stiff enough to resist sag, and the rest of the gate would just sit on it. 13' is a LONG gate. I just did a 10' or so gate, from much much heavier material, and it still sagged enough that there was no question that a wheel was essential.
as for the angled square holes- a die grinder is probably your best bet.
a recent angled railing I built was, luckily, round pickets, and I drilled the picket holes at an angle, on the bridgeport, tilting the head and using an annular carbide drill. But square- thats tough.
