Judging from the bright white/yellow I've seen in regular furnace 
combustion chambers it might be easier than one would think.

Do you know anyone in the oil heating filed? Used and good burners are 
or at least were numerous. That plus a little help building a fire pot 
and putting in the correct nozzle so that the flame fit its shape, and 
you might already be where you want.
