Good question.  That hex handle seems unsuitable for any sort of
support, like a hardie hole or stake plate, so I'm speculating that it
is a hand-held tool.  That does look like a swivel, midway up, but
possibly there's a stud on the hex portion so the handle screws in --
though either way it seems awfully complicated.

The uppermost portion -- the trapezoidal chuck of steel -- looks
rather like a stake -- functioning, perhaps, like a bodywork dolly.
OTOH, the double support under the stake might also be functional.

Anyone speak good enough German to inquire directly?
