I think their guess -- a tire bender -- is a good one.
I'm guesstimating (from the photo of the smithy) that the thing is about 2"
in longest dimension, so those three rings might correspond to radii of
12", 20", and 28" -- quite decent sized wheels. And if this thing was just
for the initial bending, not for the final rounding operation, then a
broader range of sizes would be possible.
