After reading all these posts the next question seems to be:

Who has been doing the rebuilds?  If it has been the same crew, I'd try 
someone else.
Fresh eyes and differing skill sets may just get you out of this.
  Any service trade has those who go for the quick fix, in your case the 
sleeves. Their prices and scheduling are often attractive. They have a 
pretty good idea of how long the job will take.

Any service trade also has those who see the "problem' as a symptom and 
trace things back farther to find out why. Their prices and schedule are 
not as clear cut. Unfortunately, "We'll know for sure when it is apart " 
is the honest answer.
