I think the rest of the 1 minute  message is..
Lift with the palm UP,
 and rotate the hand on the hammer handle so the palm is on the bottom....tongs too.
Exercises involve wrapping a string around a horizontal bar with a weight dangling on the end and, while sitting with the  horizontal forearms forward, raise  and slowly lower the weight, by  rotating the hands. Extending the muscle under load is most important. Increase the weight in response to diminishing discomfort.
Tendon tears like this are poorly vascularized and heal slowly. Push it too hard and end up on the cutting table with even slower recovery.
