I've a little collection of old , oval chain links, in various sizes for that.
I heat them up and fuller notches inside the ring so that the tightness can be adjusted by rotating the link.

I just use a piece of 1/4" rd I bent into a flatened oval and slips over the
reins when squeezed close. Then they slide towards the rivet so the tongs
open freely, Slide them towards the ends and it holds the tongs closed. I
have a little outwards bend at the ends of most of my tong reins or the
keeper might slip off if my grip gets over enthusiastic at an exciting
moment <grin>
Conduit sounds like it'll work and stays close to the rivet but may have
problems if the work is larger or an otherwise odd grip in the bits.
