West Virginia has a border, a rather large creek called The Ohio
River. I'm sure it would be big enough to allow passage of a
submarine.
They're about 80' to 160' long, and draft about 10' to 22', so they'd
fit in the locks. As it happens, a number of diesel subs have been
taken up to Pittsburgh, which is even further up the Ohio River than
West Virginia is.
