Peter,
Weathering the weather is not the issue. These homes on barrier
islands could no better weather Sandy, no matter what their
construction, than yours could survive falling into the Pacific. The
boardwalks are about as simple and weatherproof as any construction
can get-- flat surfaces, with support beams perpendicular to the
shoreline. Some even are on ferroconcrete supports. Doesn't matter.
They get tossed around by hurricanes because of WHERE they are. Much
is due to undermining.
OTOH, the very wavy Ocean Grove boardwalk is a haven for
skateboarders, these days...
