I would say the better solution is to remove one's head from the anus 
and not live in such places.  The Passaic River used to flood every year 
and thousands of homes would be seriously damaged, over and over again. 
  One would think that a light would go on after about the fifth time 
one's house was destroyed and the flood premiums rose into hefty five 
figures.  But no.  "We'll rebuild and next time our house is destroyed 
we will whine about it yet again."

What a world. :)
