The US Government can't award titles of nobility, but that doesn't
mean US citizens can't do so!

I like your idea for donations for fund raisers.  OTOH, I've seen
artists' works go for a LOT more at charity auctions than the artists
themselves would have charged for them.  And it can provide publicity
for the artist.
