IF the system was due for a retrofit spending some money on the project
over and above just going cheap could make sense. It depends on the
difference in costs and the value received.
I would even be willing to shell out a little bit purely for
demonstration value.
Civic buildings should be very well done. It saves in the long run.
e.g.Our water treatment plant is uber high tech inside, but the building
itself was built in the 30's and is still rock solid. I should last well
into its second hundred years.
Water based HVAC probably means heat pumps drawing heat from underground
aquifers or thermal springs.
