.  The so-called "regulatory" environment in the USA

As we refer to "Government" as "them,"  please remember that
"Government" as designed is "us."
If "they" begin operating in a manner that is contrary to the common
good, then "we" are the ones who have the responsibility to step up to
the plate, and vote (or even impeach) "them" out of office, and vote
someone into office who will respond to the common interest.  That
person will be one of "US."

Yes, we seem to have drifted away from this ideal, but guess who is
vested with the responsibility to set things aright through the
democratic process.  (Notice that that is democratic with a lower case
"d.")
