[TheForge] why are people be being required to pay obscene USD to download blacksmithing articles?

Barring an agreement with the author of those works, that site has no
legal standing to sell (access to) those works. Unless they have the
copyright/a license to it them, they're engaging in willful infringement
for profit. Tsk. Tsk.
The thing to do would be to contact the authors directly and let them
know this site is using their work without their consent. And if that's
the case, that's a pretty straight forward claim to smack them down with
Copyright Law.
Yuck.
