Terry,

When making a part it depends a lot on how much stress it will have.  If non 
structural you can use mild steel, if it will have a lot of stress you will 
need a better grade with the right teat treat. You also need to consider 
whether or not it needs to be abrasion resistant.

You could get plain white mugs from a restaurant supply pretty cheap. You 
could then paint them yourself or have them screen printed, and then fired. 
I don't know what the cost would be but my mom used to do ceramics and doing 
the whole thing is not cheep when you have to buy the greenware and pay for 
2 or 3 fireings.
