WWII vintage rifle parts, barrels and receivers mainly, are usually 4140.
As to the definition of an assault rifle: a rifle chambered for a
medium-powered cartridge and possessing selective-fire capabilities.
The German STG-44 was the world's first true assault rifle. It was
selective fire and chambered the 7.92x33 Kurz. OTOH, the FG-42 was
technically not an assault rifle, but might be better characterized as a
battle-rifle as it chambered a full-powered cartidge very much in the
league of the 30-06, whereas the 7.92x33 is similar (though superior) to
the 7.62x39 used in the AK47.
