Ron,

We well know that.

But this is a forum at which all points of view are represented, and
mostly by very intelligent people.  We are not likely to convince each
other, but we may well influence the thoughts of one another.  Maybe
we can come to some real consensus here, or the gist of one anyway.

Maybe individuals on this group will use these thoughts to persuade
others -- their elected representatives if necessary.  Government
doesn't lead, it follows. Let us make the attempt to give our
"leaders" a rational course to follow.

This subject MUST be dealt with by everybody and some reasonable
attempts MUST be made to fix what's broken.
