HIPA prevents the police from knowing who should not process a weapon
such as a gun. that may not have helped in this case.
require permits for body armour? could always make their own.
gun laws did not prevent a 20 year old from possesion of guns he should
have not been able to purchase to begin with.

he definitely was angry. he killed his parents and the school children
