the steel will weld- its actually a pretty decent grade of steel, low carbon. But the enamel is impossible to patch, and messes up welds. I tig stuff like this, with the amps turned way down, and, if its not visually critical, I tig braze with silicon bronze filler. But if you have to gas weld it, silver solder should work fine. Then you have to try to match the enamel color and texture, which isnt easy. If it doesnt get heat, I use OneShot sign paint for this kind of thing.
If it needs to get heat, no easy solution- the original enamel is actually glass, and is pretty heat resistant, more so than any paint would be.
