[TheForge] OT update to sometimes stuff just happens

the problem is your end and/or your computer.

i have no problem accessing the pdf from:
maidenhead, uk
cardiff,wales
wellington, new zealand

the office manager in maidenhead, uk had no problem downloading the pdf.
the crew on the ship had no problem downloading it.
my friend in new zealand had no problem downloading it.

all the above are running either linux or macos x.

i doubled check by ssh to the remote computers and used "elinks" to
download the pdf to my home directory and ran an md5sum on the
pdf. everything checked out okay.

i do not do windows.
