On a slightly related note: why have I never thought of using a Whitney
punch to put holes into my thin stuff like the horseshoe nail hooks I make?
Thanks for spurring this thought into my head... also, what you have there
is sort of similar to a Whitney punch, I might try a hand version of your
idea for a fast punch tool for thin stock out at faires...

Your clearance is too large.  I'd keep it to 0.010".  Also, a 1* or 2* 
negative draft angle for clearance with perhaps a 0.30" margin, like so:

          |          |
          |___    ___|
             /    \
            /      \<--- 2* - 4* included relief
            |______|<--- Margin

The margin serves two purposes: it strengthens the edge and provides 
some allowance to redress the punch for wear.
